Volodymyr Sichka, Kitsoft CTO, spoke at the Startup Breakfast at the Global Government Technology Centre Kyiv about the challenges of working with the government and how startups can quickly enter the GovTech market.
On October 3 in Kyiv, the Startup Breakfast brought together startup founders, representatives of accelerators, and technology clusters. Participants discussed new opportunities for collaboration and the development of digital solutions for the public sector.

Volodymyr Sichka shared his experience and vision of how tech teams can effectively work with governments, build partnerships, and overcome the typical challenges of this market. Among them are complex tender procedures requiring thorough preparation and knowledge of legislation, financial risks associated with long-term projects, integrations with government systems, and high reputational responsibility.

“Ready-made tools such as the low-code platform Liquio help overcome these challenges. It allows different teams to create services simultaneously without affecting the code, quickly launch, and scale them without developing from scratch,”
said the Kitsoft CTO.
He emphasized that an ecosystem is forming around Liquio: today, seven IT companies are already using the technology and independently launching digital products for the government, while the Kitsoft team helps them with training, certification, and support at the initial stages.

In conclusion, the speaker highlighted that GovTech is more than business — it’s a field where technology directly impacts residents’ lives. Step by step, we help the government become more transparent, efficient, and closer to people. And that’s what gives meaning to our work.
Many thanks to the organizers — GGTC Kyiv — for creating a space where people can share experiences and jointly develop GovTech in Ukraine.
